Canadian Food Inspection Agency

Fiona is a champion of the human resources function at the corporate level of the Canadian Food Inspection Agency, where she focuses on the organization’s strategic goals. She has had a significant impact on CFIA’s success in fulfilling its mandate. As Vice President, Human Resources, Fiona has developed an over-arching human resources strategy that is tied to the CFIA’s corporate business plan. She has been outstanding in working with her colleagues, seeking partnerships with other organizations and in successfully leading her team to address emergencies such as Bovine Spongiform Encephalopathy (BSE) and Avian Influenza (AI), and to deal effectively with operational situations, such as the recent strike at Lakeside Packers - a major beef slaughter and processing establishment in Western Canada.

Building Healthier Workplaces Team

This team of dedicated volunteers successfully designed, developed and organized a halfday conference entitled "Building Healthier Workplaces". Catherine and her team of covolunteers dedicated their time over several months to bring the Conference to life. They exceeded their goal of promoting awareness and providing information on issues related to mental health in the workplace, and to HR and Occupational Health professionals. The conference was so successful that $14,000 was donated to support the Royal Ottawa Health Care Foundation. Preparations are well underway for a second conference on "Building Healthier Workplaces" to be held later this year.

Marie-Josee, a practicing lawyer in the Gatineau firm of Dufour, Isabelle, Leduc, Bouthillette, Lapointe, Beaulieu, has made Labour Relations the focus of her legal practice. Over the years, Marie-Josée has dedicated herself to becoming her client’s best ally, taking pride in assisting them establish and maintain strong working relationships with their employees and the unions representing them. Marie-Josée was nominated for the Ray & Berndtson Vision Award by the management team of Concert Industries who were the recipients of her sound advice and support through four separate certifications and first agreements over a four year period, which coincided with large scale changes in the business, from periods of rapid development, downsizing and re-growth, to bankruptcy protection and sale of the business. Thanks to her expertise in relationship management, mutually satisfying agreements were always reached without work disruption.

The People Dashboard is a vital tool to direct managers' planning and performance review. Ginette and her team made innovative use of Excel software and created, in-house and at minimal cost, Canadian Heritage's People Dashboard taking the guesswork out of human resources management. In 2005, The People Dashboard featured three indices drawn from employee survey responses that were used for the first time to assess executive performance in people management linked to pay at risk. The Dashboards are proving to be an invaluable tool to measure progress towards their human resources management goals, to target change and to ensure that Canadian Heritage is a great place to work and learn.

Fiona has dedicated more than 25 years to the Human Resources profession. Fiona has advised and supported senior managers, Deputy Ministers, Clerks of the Privy Council and Prime Ministers. This provided Fiona the opportunity to study and develop an in depth understanding of human resources principles. Then, in senior management positions in the Department of Justice, the National Research Council, the Department of National Defence and the Canadian Food Inspection Agency, she was able to put this incredible knowledge base into action in a remarkable, consistent and effective way. Fiona is consistently recognized as a “people person”, a strong manager, an innovator and a true personal and professional model for all Human Resources practitioners.
